2003-06-20, TbMA: AUDREY WOODS, Associated Press Writer, Wednesday, June 18, 2003: PDT LONDON (AP) — A sampling of public opinion in 11 nations finds many see the United States as an arrogant superpower that poses a greater danger to world peace than North Korea. President Bush failed to impress 58 percent of those questioned by pollsters for a British Broadcasting Corp. broadcast Tuesday night. They said they had a fairly unfavorable or very unfavorable view of the American president. If the American respondents were removed from the sample, the number rose to 60 percent. The poll questioned 11,000 people in May and June in 11 nations: Australia, Brazil, Britain, Canada, France, Indonesia, Israel, Jordan, Russia, South Korea and the United States. The poll was conducted by pollsters including ICM in Britain and IPSOS Reid in the United States. The BBC did not estimate a margin of error. Not all the news was bad for the United States. Even though 67 percent said they wouldn't want their countries to copy U.S. economic…

2003-06-08, Serge Pod: USAF Scales Back Baseline BMC2 Needs For E-10A Aircraft, Official Says By Stephen Trimble June 6, 2003 The U.S. Air Force has trimmed its baseline requirements for the battle management system aboard the future E-10A Multi-sensor Command and Control Aircraft (MC2A), deferring several key capabilities to later spirals, a program official told The DAILY June 5. Slowing the development curve for the Battle Management Command and Control (BMC2) suite allows the desired technologies to mature and reduces the initial cost of the system, said Col. Joe Smyth, the E-10A's program director. The move reflects the Air Force acquisition leadership's new emphasis on setting "pragmatic" development goals, he said. BMC2's revised baseline "makes sure that we are clear to the warfighter about what we can deliver on time and stand behind that," Smyth said. The Air Force opened the competitive phase of the BMC2 acquisition June 3, posting a request for proposals for the estimated $400 million development program (DAILY, June…

2002-12-23, ‌: December 22, 2002; The U.S. Air Force has decided to cancel upgrades to the B-1 bomber defensive systems. The B-1s electronics have long had development and operational problems. Moreover, it costs twice as much to deliver a bomb via a B-1 than with a much older (and cheaper) B-52. Many in the Pentagon would prefer to retire the B-1 , which is more expensive to operate than the B-52 and not nearly as capable as the more recent B-2. The success of guided bombs had made it possible to successfully attack the same number of targets with far fewer bombers. The accuracy of JDAM and other smart bombs has reached the point where smaller (250 and 500 pound) smart bombs are on the way, which will allow one bomber, or fighter-bomber, to destroy even more targets. This makes the 91 B-1s difficult to justify . Warplanes // strategypage.com

2002-11-11, SERGEI Khitrovo: Sunday, November 10, 2002 Posted: 7:08 AM HKT (2308 GMT) CAPE CANAVERAL, Florida (AP) — It was bad enough when a medical problem sidelined one astronaut, but then a back injury forced another off space shuttle Endeavour's upcoming flight, sending shock waves through the crew. Not since Apollo 13 had a career astronaut, let alone two, been bumped from an impending U.S. space shot because of health concerns. "We were joking a lot about being Number 113," said Kenneth Bowersox, who at last check was still fit for Monday's launch and a lengthy space station stay. He suggested, during lighter moments, changing the mission's STS-113 designation. For the record, Endeavour's flight to the international space station remains Space Transportation System No. 113. The mission patch plays it safe, though, and goes with Roman numerals: CXIII. Seven astronauts will be aboard Endeavour, including eleventh-hour fill-ins Donald Pettit and Paul Lockhart. Pettit will spend the winter aboard the space station with Bowersox…

2002-11-11, SERGEI Khitrovo: By Richard Stenger CNN Friday, November 8, 2002 Posted: 10:36 PM HKT (1436 GMT) (CNN) — A boy in northern China received minor injuries when fragments from a satellite launch fell on his remote village in Shaanxi Province, state media reported this week. The debris shower followed the launch of the Ziyuan-2B spacecraft, which blasted off October 27 from a neighboring province atop a 45-meter (148-foot) Long March rocket. Spent booster parts should have fallen in a nearby mountainous area, but wind changes sent some of the pieces into the Yanghe village, according to Chinese newspapers. Villagers recovered about 20 metal pieces. One 22-pound (10-kilogram) chunk struck Wu Jie, a boy between age 5 and 9. Wu was taken to the hospital with only slight injuries, the government-owned Yangcheng Evening News said, according to the online English edition of Shenzhen Daily. His father, Wu Fusheng, said he spent more than 400 yuan ($48) for medical expenses, nearly an average month's salary in China. The local…

The agreement was expected to be signed immediately after an informal NATO defence ministers meeting planned for September 24-25, 2002 in Warsaw. The Russian Defence Minister, Mr Sergey Ivanov was to participate in the concluding stages of this meeting. This method of operation was already proven successful in Afghanistan, when general Atomics Predator UAVs, operated by the CIA and the US Air Force, have fired Hellfire missiles from high altitude. According to a recent announcement, TRW Inc. was awarded contract to test the the Brilliant Anti-Tank (BAT) Submunitions on a Hunter unmanned aerial vehicle. The company is also demonstrating the employment of IAI/MBT Lahat laser guided missile from a UAV. 2002-07-23, israel: RAFAEL introduces 3rd generation advanced Targeting pod RAFAEL is introducing at Farnborough International 2002 an enhanced, 3rd generation version of its Litening targeting pod, which is already utilized by 14 air forces on a wide variety of aircraft. The new system is compatible with all Litening generations and as such, is readily available and operable on a wide range of combat aircraft of Western and Eastern origin. The new pod uses an advanced thermal sensor, based on a focal-plane array of 640x480 detectors, operating at the medium thermal band (3-5м). According to Rafael, the image quality of the FLIR is identical to the CCD. The pod process the video signals in digital video format, thus enabling electronic stabilization and image enhancement, resulting in the presentation of a crisp image, even at extended range. Utilization of digital video also enables advanced processing and future enhancements, already planned for future generations. The new pod also employs a more powerful dual-wavelength…

2002-07-22, Serge Pod: Arms Exporter Blames Britain for Farnborough Jet Boycott State arms export agency Rosoboronexport on Wednesday criticized Britain for refusing to safeguard Russian jets at the Farnborough Air Show against possible seizure by a Swiss trading company. Russian makers of Sukhoi and MiG fighters have decided to leave their aircraft at home, fearing a repeat of the last year`s embarrassment at France`s Le Bourget air show when Noga attempted to impound Su-30 and MiG-AT jets. ``The show will suffer from the loss of the Russian planes,`` Rosoboronexport deputy general director Viktor Komardin told reporters. ``I feel sorry for the organizers,`` he said. Without the fighters there will be a significant drop in public interest and returns from the show, Komardin said. ``Our fighters are a circus on wings,`` he added. Noga says the Russian government owes more than $60 million from oil-for-food deliveries in the early 1990s. The company had managed to impound a sailing ship and freeze Russian bank accounts. The…

The problematic device is called the Advanced Microwave Scanning Radiometer for EOS (AMSR-E). It has a five-foot dish and is designed to observe how water cycles from the surface to the atmosphere and back. These observations would help scientists would learn more about global weather patterns and long-term climate change. The other five major instruments aboard the craft are in the process of being tested as they are gradually brought on line, and none have shown any problems, said David Steitz, a spokesperson at NASA Headquarters. Some of the instruments are similar to devices aboard…
